The elections propagated are for seats in the Supreme Soviet of the USSR. The national dress of the couple illustrated suggests the poster was directed at citizens in the Turkmen SSR. The man is wearing a medal for the "Hero of Socialist Labor" earned for special achievements in national economy and culture and he is wearing an unidentified military ribbon bar suggesting that he was a World War II veteran.
